Nan McKay,
President
 


As president and CAO of Nan McKay & Associates, Nan McKay leads a corporation that has specialized in providing organizational development, consulting, and training to both public and private federally subsidized housing sectors. In this role, Nan McKay oversees and has ultimate responsibility for the operations of the company. Her expertise lies in the improvement of efficiency and quality of individual performance, and her hands-on work with PHAs and HUD gives her extensive insight into the challenges and issues relating to subsidized housing programs. As a former executive director of an award-winning PHA, Nan McKay knows agency challenges and knows how to streamline and improve PHA performance. John McKay,
Chief Executive Officer



John McKay has been with Nan McKay & Associates since 1998, and has served as CEO of the company since 2007. Prior to this, he was NMA's vice president of operations, creating the new consulting and technology services departments. This initiative introduced the first fully functional NMA Performance Portal to the affordable housing market.  John brings his knowledge of housing regulations and industry best practices into his role as project executive on many of NMA’s contracts with large housing authority clients and HUD. He is a Malcolm Baldrige Performance Excellence Senior Examiner (under NIST) and has assessed, analyzed, and provided feedback to some of the nation's most well-run private and public organizations.
Ray Adair,
VP of Finance
 


In his role as NMA's vice president of finance, Ray Adair directs the accounting, financial management, risk management, investments, and retirement programs of the company. In his role as senior associate, he directs the financial and accounting services that NMA provides to clients. Ray has a wide range of experience in finance and accounting, both with private companies and government entities, and is considered one of the affordable housing industry's leading experts in the areas of financial management and accounting for HUD programs. He has been with Nan McKay & Associates for over 20 years and has trained hundreds of housing authority staff, executives, and commissioners and conducted fiscal, accounting, and policy reviews for housing authorities across the country. Dorian Jenkins,
VP of Program Management



Dorian Jenkins is a dynamic and energetic leader with over 20 years of low-income housing experience. As vice president of program management for NMA, he leads NMA's program management contracts in Miami and Chicago. His team currently administers more than 32,000 HCV contracts on behalf of the Chicago Housing Authority (CHA) and Miami-Dade County's Public Housing and Community Development (PHCD) department, successfully managing their programs while incorporating a customer-focused culture within each agency. Under Dorian's leadership, the program management division has positioned NMA to be at the forefront of program management, staff augmentation, and performance management in the affordable housing industry. Sheryl Putnam,
Director of Professional Development
 


Sheryl Putnam is a highly motivated, results-focused leader with over twenty years of professional experience in federal housing programs. As director of professional development, she spearheaded the development of NMA's Blended Occupancy Management and Fundamentals of Low-Income Housing Tax Credit (LIHTC) Management certification seminars. Prior to joining Nan McKay & Associates in 2011, she managed the compliance department for a state housing finance agency, providing compliance oversight activities for the LIHTC, PBRA, and HOME programs. Sarah Quinn,
Director of Operations
 


Sarah Quinn has been with Nan McKay and Associates since 2004. As director of operations, she oversees all internal operational functions, including marketing, event coordination, and desktop publishing. She is also responsible for several client management projects and works closely with the team at NMA Inspections (NMA). In addition, she actively participates in all management-level strategy and planning meetings, carrying long-term strategies down to the department level by implementing the use of department scorecards and individual action plans. She has participated as an examiner for the California Council for Excellence, which helps California's private and public sector organizations achieve world-class results through the principles and criteria of the Malcolm Baldrige Award for Performance Excellence.
Andrew Denicola,
Director of Sales & Business Development
 


 
Andrew Denicola has more than ten years of broad experience, including efficiency consulting, document and records management, and quality control and program integrity. Since joining NMA, his work has included extensive file reviews, admin plan and ACOP consulting, setting up and helping run quality control (QC) departments, evaluating policies and procedures, assessing departments and agencies, and developing recommendation plans. His background also includes experience in the public housing program, HCV program, and Disaster Housing Assistance Program (DHAP). He currently heads NMA's sales department, leveraging his affordable housing expertise to help agencies determine what they might need in order to be more successful.

 

Chad Coalier,
Director of Technology /
Chief Information Architect
 


Chad Coalier has been with Nan McKay & Associates since 2005 and currently manages technology and creative operations for the company. He has worked on a wide variety of software engineering and architecture, technology consulting, strategy, and organizational development initiatives for over 15 years. He previously ran his own consulting practice that serviced various Fortune 1000 clients and has worked in the training, education, financial services, and management consulting industries.  
Catherine Ures,
Director of Consulting
 


Catherine's experience includes working with Deloitte & Touche as well as the Palm Desert Housing & Redevelopment Agency. In her tenure with the City of Palm Desert, Palm Desert Redevelopment Agency and Palm Desert Housing Authority, she managed the full lifecycle project development of multiple five-year strategic plans, housing elements, and several other assessments for planning purposes. Catherine brings significant expertise in a number of areas that NMA is expanding into as well as fresh, new ideas. She has the unique qualifications of having worked in a management capacity in both the public and private sectors. Catherine’s public service encompasses over eleven years in municipal government, in both the housing and redevelopment fields.  
Michele Lazdowsky Director of Program Management 

Michele is a strong leader with over twenty-one years of housing experience in the areas of HCV operations, Inspections Public Housing, Project Based programs, State Housing Operations, Management, and Compliance. Her strong work ethic and experience made her an integral part of NMA's Chicago transition team and then the Assistant Director (AD) of program Management. In her role as AD, Michele provided high level management for the Chicago (CHA) and Lucas Metro Housing Authority's (LMHA) HCV programs. Michele was instrumental in the development of NMA's policies and procedures for our HCV engagements. She holds Public Housing Manager; Public Housing Administrator and Housing Choice Voucher Executive Management certifications. And, she is an active member of several industry organizations, including NAHRO and NLHA.

Tamela Shanks-Royston Director of Program Management 


Having worked in the low-income affordable housing industry for over twenty years, Tamela Shanks-Royston currently serves as a Director in Program Management overseeing the NMA Chicago indenture. Her experience includes leadership positions as Director of Housing Operations, Director of HCV (Section 8) Program, Program Management Analyst, Special Programs Manager, and Public Housing Manager. She is proficient in her knowledge of rules and regulations, reporting, and the application of Housing Choice Voucher (Tenant and Project Based), Project Base Contract Administration, Family Self-Sufficiency, Mainstream (NED), HUD-VASH, and Public Housing programs. Her experience includes compliance, development, implementation and interpretation of program policy.

Tamela holds a Bachelor of Science degree in Organizational Leadership, and an Associate of Science degree in Business Administration. She also holds industry certifications in Housing Choice Voucher Executive Management, HCV Supervision and Management, Blended Occupancy Management Specialist, Developing and Managing Project-Based Vouchers; Essentials For Commissioners, Fair Housing & Reasonable Accommodation, HCV Housing Quality Standards (Inspections), UPCS Fundamentals Specialist, Family Self-Sufficiency Specialist, Section 8 Occupancy/Admissions, Housing Choice Voucher Specialist, Section 8 Rent Calculation, Public Housing Management, Managing Maintenance, Project-Based Budgeting, Fraud Control, Rental Integrity, and Management Competencies.  

John Achuff, Assistant Director 


John Achuff has been with NMA for 12 years and currently serves as Assistant Director at a very large housing authority in the Midwest where he manages 17,000 housing choice vouchers, 2,700 project based vouchers, 1,200 moderate rehabilitation units, and the housing authority's waiting lists. He possesses a broad base of program knowledge, having taught nearly every NMA seminar, with a focus on regulatory knowledge, program management, quality control, SEMAP, and single file audit.

Michael Petragallo,
VP of Inspections
 


As vice president of NMA Inspections (NMAI), Michael Petragallo leverages over 20 years of experience providing HQS inspection services and has successfully completed more than 1.5 million HQS, UPCS, and rehabilitation inspections. He has worked with dozens of agencies across the country, and has been certified as an inspector/trainer in both HQS and UPCS, in addition to being REAC-certified by HUD. Read more on the NMA blog


Deb Ward,
Project Manager
 






As project manager and property inspector for NMA Inspections (NMAI), Deb Ward is responsible for ensuring regulation compliance in regards to HUD and Section 8 housing guidelines. Specializing in HQS, UPCS, and pre-REAC inspections, Deb has over 10 years of experience in the industry and is a recognized certified HQS inspector and certified UPCS inspector. In addition to her responsibility of ensuring compliance, she also provides administrative support for NMA Inspections.
