Below are the issue dates for the previous revisions to the FSS Master Book:

August 2021: For 2021, the Family Self-Sufficiency (FSS) Master Book has undergone a complete revision to update the text throughout for clarity and ease of reading, in addition to the following substantive changes:
  • Added discussion of the upcoming amendments to the FSS program required under the Economic Growth, Regulatory Relief, and Consumer Protection Act, as reflected in the proposed rule published September 20, 2021
  • Revised information on accounting entries for FSS escrow
  • Updated CFR references to account for the Section 3 final rule, published September 29, 2020
  • Updated forms references, including the updated FSS Contract of Participation, and the Rental Assistance Demonstration (RAD) quick reference guides for Multifamily and Project-Based Vouchers (PBVs)
  • Other minor corrections and modifications to bring the content current with HUD regulations and guidance
