Below are the issue dates for the previous revisions to the FSS Master Book:

2019: For 2019, the Family Self-Sufficiency (FSS) Master Book has been brought current with all recent HUD requirements and guidance, including the following:

  • Modifications to reflect the new FSS “composite scoring” performance measurement system set forth in the Federal Register notice dated November 15, 2018
  • Updates to citations, notices and forms, where required
  • Other minor corrections and modifications to bring the content current with HUD regulations and guidance

2018: For 2018, the Family Self-Sufficiency (FSS) Master Book has been brought current with all recent regulatory updates, in addition to making the following additions and clarifications:

  • Corrections regarding prohibition against terminations when a family fails to comply with the FSS contract in the HCV program, per the requirements set forth in the Federal Register Notice dated December 29, 2014
  • Other corrections and changes for accuracy, logical flow, and ease of reading

2017: For 2017, the NMA Family Self-Sufficiency (FSS) Master Book has been brought current with all recent regulatory updates, in addition to making the following additions and clarifications:

  • Several additions and modifications to account for the impact of the Rental Assistance Demonstration (RAD) program on FSS
  • Clarifications regarding the ability of ineligible immigrants to participate in FSS
  • Additional references for use in FSS program administration
  • Other corrections and changes for accuracy, logical flow, and ease of reading

2016: For the 2016 revision, the Family Self-Sufficiency (FSS) Master Book has been brought current with all recent regulatory requirements and guidance, including:

  • Expansion of the annual plan contents per Notice PIH 2015-18 on PHA plans
  • Replacement of Notice PIH 2009-48 with Notice PIH 2015-12 on administering the Community Service and Self-Sufficiency Requirement (CSSR)
  • Deletion of references to the now obsolete certificate program per Federal Register Notice 2/17/15
  • Other changes and corrections for relevance, clarity, and ease-of-reading

2015: For the 2015 revision, the NMA Family Self-Sufficiency (FSS) Master Book has been brought current with all recent regulatory requirements and guidance, including:

  • Modifications to account for the new combined public housing and housing choice voucher funding streams under the Consolidated Appropriations Act of 2014
  • Addition of the December 2014 Federal Register notice on Waivers and Alternative Requirements for the Family Self-Sufficiency Program
  • Other changes and corrections for relevance, clarity, and ease-of-reading
