HCV Program Management

PURPOSE:

This class is geared toward HCV program managers and will focus on the process of running an HCV program, rather than on the ins and outs of regulatory compliance. For example, when discussing voucher issuance, this class takes an in-depth look at managing utilization and understanding when you issue vouchers and how to spend your dollars wisely. This seminar will teach program managers how to develop procedures, documents and tools to track important program metrics like utilization, lease up, and other program operations and how to manage day-to-day tracking to better utilize HUD systems. The seminar will also give managers the tools they need to manage staff work process and document and track program functions to be able to communicate with upper management. Updated for HOTMA!

Note: This class is a mid-level class. Ideally, front line staff who report to the person taking this class would take HCV Specialist. Upper management who this person reports to would take HCV Executive Management, and the HCV program manager would take this class.

LEARNING OUTCOMES:

Day One

  • Consider the principles and steps of effective policy writing when developing or revising the HCV administrative plan
  • Recognize the importance of managing the waiting list and intake process with integrity
  • Identify the steps of the leasing process from the issuance of the voucher through the execution of the HAP contract

Day Two

  • Identify HCV funding and leasing requirements, and use the tools needed to track, monitor, and forecast lease-up and funding dollars
  • Describe and apply the processes and principles of conducting timely annual reexaminations, program terminations, managing the owner base, and portability
  • Identify the elements of quality control and designing a program integrity system

Day Three

  • Discuss the SEMAP performance indicators and how they are rated, and properly calculate your SEMAP score
  • Conduct a SEMAP self-assessment to improve your SEMAP score
  • Apply HUD guidance related to reducing costs in the housing choice voucher program

Prerequisites: Should be a supervisor or higher level staff person; working knowledge of the HCV program. Advanced Preparation: None
