Blended Occupancy Management


PURPOSE: Public Housing, Section 8, Low-Income Housing Tax Credit, HOME. It used to be complicated enough to manage these programs individually, let alone combined in one property!


Properties with mixed financing and blended occupancy are more common than ever before. Housing professionals must be able to ensure compliance with multiple programs at one site. Eligibility, certifying income, determining rents, and managing the unit mix are critical components for mixed financing properties. The ability to interpret and apply complex, and often conflicting, regulations is critical to ensuring long-term compliance.

This three-day, fast-paced training will provide you with practical tools that you need in order to navigate the complex regulatory environment of mixed financing and blended occupancy properties. You can’t afford to miss this important workshop!

This course focuses on the management of mixed financing and blended occupancy properties. An existing working understanding of some of the programs is preferred.

LEARNING OUTCOMES: Upon completion of Blended Occupancy Management, you should be able to:

  • Understand what a "combined funding/mixed finance/blended occupancy" project is
  • Identify key program elements and requirements in combined funding projects
    • Low-Income Housing Tax Credit (LIHTC) Program
    • Section 8 Project Based Rental Assistance (PBRA) Program (Section 8 New Construction and Substantial Rehabilitation)
    • Section 8 Housing Choice Voucher Project-Based (PBV) Program
    • Public Housing Program
    • HOME Program
  • Recognize the key regulatory agencies in combined funding projects
  • Identify the key regulatory documents used in the LIHTC program, PBRA, PBV, PH, and HOME programs
  • Reference applicable CFR citations, Notices, Handbooks, Guidebooks, Model Program Guides, IRS publications, and websites for in-depth information on program specifics
  • Recognize the key regulatory agencies in combined funding projects
  • Know the key compliance time periods in the LIHTC and HOME programs
  • Understand eligibility requirements and factors, waiting list management, tenant selection criteria, and occupancy standards in combined funding projects
  • Recognize the rules for determining income and rent in combined funding projects
  • Understand how maximum gross rents are used in combined funding projects
  • Understand how the utility allowance schedule is determined in combined funding projects
  • Understand how to determine High HOME Rents and Low HOME Rents in combined funding projects with HOME-assisted units
  • Understand how rents of HOME assisted units with PBRA or LIHTC are determined
  • Recognize rent reasonability requirements in combined funding projects
  • Identify requirements for annual and interim recertifications/reexaminations
  • Understand the basics of Enterprise Income Verification (EIV) compliance
  • Recognize statutory obligations to affirmatively further fair housing
  • Understand how to manage the unit mix, including how to apply the next available unit rule
  • Identify hearing rights for combined funding projects
  • Recognize inspection protocols and standards for combined funding projects
  • Understand the annual reporting requirements to the state agency for the LIHTC program
  • Understand the annual reporting requirements to the PJ for the HOME program
  • Practice application of managing compliance through learning activities and case studies
