For the 2012 revision, the Housing Choice Voucher Master Book has been brought current with all recent HUD requirements and guidance, including:

• Clarifications regarding California’s kinship guardian assistance payments (Kin-GAP) and similar kinship care payments under Notice PIH 2012-1
• Changes regarding rent reasonableness as specified in Notice PIH 2011-46
• Several revisions to account for clarifications provided under Notice PIH 2011-54 regarding
  project-based vouchers (PBVs)

The Housing Quality Standards Master Book contains the following additions for the 2011 revision:

• Additions regarding verifying the correction of HQS deficiencies per Notice PIH 2011-29
• Other clarifications resulting from Notice PIH 2011-29 regarding electrical hazards

• Best practice recommendations regarding the prohibition of double-keyed deadbolt locks and the use of burglar bars in light of space and security requirements and health and safety requirements
• "Good judgment" interpretations of bedbug infestations

For the 2012 revision, the Family Self-Sufficiency Master Book has been fully reorganized for logical flow, with a new chapter on HUD’s logic model and a completely revised glossary. In addition, the logic model chapter is in the process of redevelopment in order to be the most comprehensive available, and is slated for release later in the year.

For the 2011 revision, the Family Self-Sufficiency Master Book has been brought current with all recent regulatory requirements and guidance, including changes regarding the new PHAS interim rule. The 2011 revision also includes:

• Revisions on FSS reporting requirements per Notice PIH 2010-25
• More specific language on the requirement to seek and maintain employment
• Some reorganization for better logical flow
• The inclusion of HUD’s updated logic model
• Clarifications on the FSS escrow account

For the 2011 revision, the Public Housing Master Book has been brought current with all recent regulatory requirements and guidance, including extensive changes regarding HUD’s new verification hierarchy outlined in Notice PIH 2010-19. The 2011 revision also includes: 

• Changes to account for ensuring compliance with Privacy Act requirements, as specified in Notice PIH 2010-15
• Changes regarding accessibility and nondiscrimination as outlined in Notice PIH 2010-26
• Updates to account for the publication of the VAWA Final Rule and updated VAWA regulations
• Updates to the regulations for the PHAS interim rule
• Other minor modifications and reorganizations for clarification and wording

• New sections pertaining to the requirement in Notice PIH 2009-36 for PHAs to use Form HUD-90026 as part of the application for federally assisted housing
• Updates regarding the community service and self-sufficiency requirement as described in Notice PIH 2009-48
• Other minor revisions for clarity and accuracy, including updated citations where notices have been extended

• Final rule and 2010-3, which includes new SSN requirements, EIV, treatment of overpayment deductions from Social Security benefits, and SSA benefit verification
• 2010-9, deceased tenants reports
• 2010-19, EIV and verification hierarchy

The HCV Executive Management Master Book has been brought current with the most recent changes to the regulatory requirements and guidance regarding social security numbers. In addition to these updates for the rent refinement rule and Notice PIH 2010-3, the 2010 revision also includes: 

• Minor revisions regarding rent reasonableness per Notice PIH 2010-18
• Revisions incorporating HUD’s updated verification hierarchy in Notice PIH 2010-19
• Changes regarding nondiscrimination as outlined in Notice PIH 2010-26
• Updates to account for guidance on subsidy layering requirements for project-based vouchers available in the Federal Register notice issued July 9, 2010
• Other minor modifications and reorganizations for clarification and wording

2011:

The Public Housing Management Master Book has a completely new chapter on the public housing assessment system (PHAS) owing to the issuance of the PHAS interim rule. The 2011 revision also includes:

• Changes regarding work preferences as a public housing waiting list management tool and lease provision for certain buildings according to Notice PIH 2011-33
• Updates to account for the publication of the VAWA final rule and updated VAWA regulations
• Other minor modifications and reorganizations for clarification and wording

2010:

• New sections pertaining to the requirement in Notice PIH 2009-36 for PHAs to use Form HUD-92006 as part of the application for federally assisted housing
• Updates regarding the community service and self-sufficiency requirement as described in Notice PIH 2009-48
• A revised chapter on the public housing assessment system (PHAS)
• Other minor changes to account for ease of readying and accuracy

The UPCS CD has been brought current with all recent regulatory requirements and guidance and contains the following revisions in its 2011 revision:

• A replacement for a newer REAC compilation bulletin, Revision 2.1, dated
  May 25, 2011
• The addition of a QA protocol and clarification regarding buildings, scattered sites, and smoke detectors, effective as of October 10, 2011
• The addition of Inspector Notice No. 2010-01, UPCS Inspection Protocol for Other Hazards—Bed Bug Infestation

• Inspector Notice No. 2009-2, which explains the requirements for inspecting ranges/stoves and ovens
• Inspector Notice No. 2009-3, summarizing the requirements for inspecting elevator equipment rooms
• REAC guidelines regarding technical reviews and database adjustments for appealing physical inspection scores

The 2010 revision to Housing Regulations on CD includes the addition of the following regulatory changes:

• Final Rule, “Refinement of Income and Rent Determination Requirements in Public and Assisted Housing Programs: Implementation of the Enterprise Income Verification System—Amendments,” issued December 29, 2009, and effective January 31, 2010. This final rule amends sections of parts 5 and 908.
• Final Rule, “Use of Public Housing Capital Funds for Financing Activities,” issued October 21, 2010, and effective December 20, 2010. This final rule modifies various sections in part 905.
• Final Rule, “HUD Programs: Violence against Women Act Conforming Amendments,” issued October 27, 2010, and effective November 26, 2010. This final rule revises parts 5, 891, 903, 960, 966, 982, and 983.

The Project-Based Accounting for PHAs Master Book has also been completely revised and updated for 2009. Changes include:

• A new, fresh look and feel to the material, including updated format and graphics.
• A friendlier, easy-to-understand tone to the writing and better flow connecting the different topics, which makes the material more reader-focused.
• All regulatory updates that would be expected in an annual revision, including updated Financial Data Schedule (FDS) line numbers throughout the text to match the new FDS issued by HUD in October 2009, an updated sections on VMS reporting and year-end reporting.
