| Family Self-Sufficiency Master Book |
| 2012: |
For the 2012 revision, the Family Self-Sufficiency Master Book has been fully reorganized for logical flow, with a new chapter on HUD’s logic model and a completely revised glossary. In addition, the logic model chapter is in the process of redevelopment in order to be the most comprehensive available, and is slated for release later in the year.

For the 2011 revision, the Family Self-Sufficiency Master Book has been brought current with all recent regulatory requirements and guidance, including changes regarding the new PHAS interim rule. The 2011 revision also includes:
- Revisions on FSS reporting requirements per Notice PIH 2010-25
- More specific language on the requirement to seek and maintain employment
- Some reorganization for better logical flow
- The inclusion of HUD’s updated logic model
- Clarifications on the FSS escrow account

Most of the changes for the 2011 revision of the Model Administrative Plan were made necessary by the publication of the VAWA final rule, issued October 27, 2010, and made effective November 26, 2010. In addition to the extensive changes made throughout for VAWA, the 2011 revision also includes:

- Clarifications and additions for Notice PIH 2011-3 on portability

| Public Housing Assessment System (PHAS) Master Book |
| 2011: |
The PHAS Master Book has been completely rewritten to account for all regulatory changes found in the Interim Rule and its accompanying notices. The format remains essentially the same: an introductory chapter followed by a chapter for each of the four indicators. A reference section is included after the text. Changes include:
- The scoring chapter which followed the indicator chapters has been replaced with a chapter on substantial default.
- The scoring section of Physical Condition and all other indicator chapters have been updated.
- The HUD reference section has been updated to reflect HUD's removal of Parts 901 and 902 of the CFR and replacement with a new Part 902 and an additional Part 907.

| Voucher Family Briefing Video |
| 2011: |
The 2011 revision to the “Voucher Family Briefing Video” represents a complete overhaul of the language used throughout. While the content remains largely the same, the new and updated narrative is specifically designed to be more accessible to HCV participants during the briefing process. Making the concepts easier to understand, this revision aims to foster better communication and understanding between program participants and the PHA.

The 2010 revision to the UPCS Master Book on CD contains three new documents under the “Special Bulletins” section. These include:
- Inspector Notice No. 2009-2, which explains the requirements for inspecting ranges/stoves and ovens
- Inspector Notice No. 2009-3, summarizing the requirements for inspecting elevator equipment rooms
- REAC guidelines regarding technical reviews and database adjustments for appealing physical inspection scores

| HCV Financial Management & Reporting Master Book |
| 2011: |
The 2011 revision resulted in a completely revised and updated Master Book. The book has been so significantly revised that we are issuing a complete new book. There are no separate revision pages for this revision.
Our purpose in revising this master book is primarily to reorganize the book into two parts, each focusing on either financial management or financial reporting. In addition, updates include the portability requirements specified in Notice PIH 2011-3 and the updated VMS Release 6.0. |

In 2010, this Master Book was updated with the latest changes in program financial management and reporting. A subsequent revision was also released with information regarding 2010 appropriations. |
| Housing Regulations on CD |

The 2011 revision to Housing Regulations on CD includes the addition of the following regulatory changes:
- Interim Rule, “Public Housing Evaluation and Oversight: Changes to the Public Housing Assessment System (PHAS) and Determining and Remedying Substantial Default,” issued February 23, 2011, effective March 25, 2011. (Removes 24 CFR Part 901, revises Part 902, and adds new Part 907.)

Final Rule, “Adjustment of Civil Money Penalty Amount for Inflation:” issued June22, 2011, effective July 22, 2011. (Revises penalty for failure to disclose lead-based paint hazards.) Entire Part 30 was added to the CFRs.

The 2010 revision to Housing Regulations on CD includes the addition of the following regulatory changes:
- Final Rule, “Refinement of Income and Rent Determination Requirements in Public and Assisted Housing Programs: Implementation of the Enterprise Income Verification System—Amendments,” issued December 29, 2009, and effective January 31, 2010. This final rule amends sections of parts 5 and 908.
- Final Rule, “Use of Public Housing Capital Funds for Financing Activities,” issued October 21, 2010, and effective December 20, 2010. This final rule modifies various sections in part 905.
- Final Rule, “HUD Programs: Violence against Women Act Conforming Amendments,” issued October 27, 2010, and effective November 26, 2010. This final rule revises parts 5, 891, 903, 960, 966, 982, and 983.

| Project-Based Accounting for PHAs Master Book |

| 2009: |
The Project-Based Accounting for PHAs Master Book has also been completely revised and updated for 2009. Changes include:
- A new, fresh look and feel to the material, including updated format and graphics.
- A friendlier, easy-to-understand tone to the writing and better flow connecting the different topics, which makes the material more reader-focused.
- All regulatory updates that would be expected in an annual revision, including updated Financial Data Schedule (FDS) line numbers throughout the text to match the new FDS issued by HUD in October 2009, an updated sections on VMS reporting and year-end reporting.
