The Housing Authority of the County of Santa Clara is seeking a Housing Policy Manager, salary $83,220 - $108,186/Annually - DOQ. This position is to plan, direct, coordinate and supervise directly and/or through subordinate supervisory staff the day-to-day activities of a unit in the Housing Programs Department. Take a major role in the formulation of internal policies, procedures, regulations and guidelines used to administer the several programs administered by the Authority, including the Section 8 Housing Choice Voucher Program. Oversee and supervise the processes and activities of assigned unit(s); which may include information technology, policies, procedures and budget process, special programs, community services programs, training and development and other areas as assigned. Ensure compliance which includes quality control, auditing, efficiency/service, delivery, software administration and ad-hoc reporting.
Education requires a Bachelor’s degree or any combination of experience and training that would likely provide the required knowledge and abilities for this classification. This position is to provide expert program analysis and policy and procedure development based on in-depth knowledge and familiarity with federal and state housing programs. Executive Director
The Housing Authority of the City of San Luis Obispo (“HASLO”), California, is seeking qualified and experienced candidates to replace the retiring Executive Director’s position.
The Executive Director leads a staff of 45, administers 2073 Housing Choice Vouchers, a portfolio of 172 public housing units, capital fund, approximately 400 additional units of tax credit, multifamily and acquisition projects developed through HASLO’s nonprofit agencies. Budgets for these programs exceed $23 million.
The agency operates the Housing Choice Voucher program county-wide, and the owned housing units are concentrated in San Luis Obispo, with properties in other areas of the county, including Atascadero, Los Osos and Paso Robles. HASLO has established strong collaboration with local homeless service and special needs providers. In addition, HASLO recently started construction of its first homeownership project, which was accomplished through collaboration with the city and a private partner under the Inclusionary program.
Applicants must have proven leadership, management and fiscal experience in public housing, non-profit affordable housing, or for-profit, operating and developing federally funded housing and affordable housing programs. Candidates must demonstrate exceptional knowledge, skills and abilities in areas including strategic leadership, stakeholder relationships, program integrity, entrepreneurism, and communicate effectively in writing or verbally.

This position requires a professional that is driven by challenge, change, and working in a fast paced environment. The Housing Programs Manager is responsible for a wide range of program activities through directly managing supervisors and staff. This position will have overall accountability for the performance and compliance of several HUD programs administered by the Authority, including the Section 8 Housing Choice Voucher Program. The individual in this position will perform multifaceted work requiring a deep understanding of HUD rules and requirements relative to overseeing processes and activities of assigned unit(s).
