Position/Requirements:

  • The Director will oversee the Section 8 Housing Program, and will be responsible for implementation of program policy and procedures, tracking and reporting program utilization, implementing systems to ensure adequate communications with customers, ensuring adherence of CHA personnel policies, establishing systems to record and report compliance enforcement and providing adequate administrative support to staff.
  • Qualifications/Requirements include:
    • Bachelor's degree in management, business administration, public administration, or related field; seven to nine years of progressively responsible experience in public housing or assisted housing management, including a minimum of five years of supervisory experience; or an equivalent combination of education and experience;
    • problem solving ability and leadership with an emphasis on positive customer service results;
    • communications skills with an ability to effectively move policy makers and community leaders;
    • excellent skills in critical thinking, public presentation, team building and conflict resolution;
    • detailed working knowledge of Section 8 HUD regulations, program rules and regulations, and of local and state housing laws;
    • Nan McKay certification(s) required within first year of employment.

Finance Director
Nevada Rural Housing Authority, NV

DEFINITION: Under the supervision of the Chief Operating Officer, the Finance Director provides administrative direction, plans, organizes, directs and controls all accounting and fiscal management activities of departments with large funds, complex and diverse multi-funding requirements, and specialized tracking and reporting methodologies.

DISTINGUISHING CHARACTERISTICS: This position has management responsibilities for the finance department and is an executive management position with a greater degree of diversity and complexity in the nature of work performed.

EXAMPLES OF DUTIES: The duties listed below are examples of the work typically performed by an employee in this position. An employee may not be assigned all duties listed and may be assigned duties which are not listed below. 

  1. Manage the agency’s finance function and provide leadership to finance staff; train, supervise and evaluate the performance of professional, technical and clerical personnel as assigned.  
  2. Prepare financial statements based on Generally Accepted Accounting Principles (GAAP) requiring audit which may include comprehensive annual financial reports, and statutory financial statements. 
  3. Prepare notes to financial statements with supporting work papers, using internally generated and external sources, and tying in all amounts to the audited financial statements.
  4. Prepare periodic fiscal reports which may include state, federal, internal, private grants, and National Repository reports. 
  5. Prepare ad hoc reports for use by other entities such as internal/external auditors, legislative or other governing bodies, and the public.
  6. Reconcile or supervise the reconciliation of accounts which may include trust accounts, general ledger accounts, bank statements, sub-ledger accounts, and other reports; and analyze fiscal/financial data/reports to identify and correct errors.
  7. Perform complex and technical accounting and fiscal record management system analyses; identify and analyze problem areas in general accounting, payroll and related systems. Make recommendations for accounting system improvement. 
  8. Oversee and participate in the development and administration of the finance division program annual budget; direct the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments. 
  9. Plan, direct, coordinate and review the work plan for the finance division, assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems. 
  10. Develop and enforce finance policies and procedures in accordance with GAAP; establish internal finance procedures, including document screening procedures to ensure compliance with governmental accounting statutes, regulations and policies.
  11. Complete risk management reports as required. Review and assist with accident investigations and safety inspections. Provide assistance to coordinate appropriate health and safety training for NRHA staff. Interface with risk management consultants as needed.
  12. Oversee the annual insurance renewal process with responsibility for monitoring the accuracy of insured values.
  13. Responsible for coordinating development of agency budget and ongoing review of budget performance. 
  14. Ensure the finance team delivers the highest standard of departmental, cross-departmental and agency-wide teamwork and customer service.
  15. Ensure optimal deployment of resources to achieve business goals.
  16. Alert Chief Operating Officer and/or Executive Director of any irregularity, lack of compliance, lack of adherence, and problems, whether actual or potential, concerning the financial system, the financial operations, the audits, the budgets and any other matter of a financial nature.
  17. Play a key role in the ongoing operations of the Home at Last program. 
  18. Manage the financial systems for the Real Estate development activities. 
  19. Manage ongoing banking relationships for maximum efficiency. 
  20. Ability to maintain relationships, to include governmental contacts, loan officers, real estate agents, banking contacts, grantee contacts and other stakeholders.
  21. Ability to communicate one-and-one, as well as to large groups.
  22. Coordinate technology improvement needs, and serve as lead on the Technology Team. 
  23. Performs related duties as required.

QUALIFICATIONS FOR EMPLOYMENT:

Knowledge and Ability:
Knowledge of

  • GAAP, including cost, managerial and fund accounting principles and practices; 
  • spreadsheet and word processing software; 
  • supervisory techniques including organizing work flow, assigning and reviewing work, training, evaluating performance, and disciplinary procedures;
  • operational characteristics, services and activities of the agency accounting program; 
  • management skills to analyze programs, policies and operational needs;
  • advanced mathematical principles;
  • federal regulations pertaining to grants;
  • principles and practices of program development and administration; and

Experience and Training:  Any combination of training, education, and experience that would provide the required knowledge and abilities. A typical way to gain the required knowledge and ability is:
Bachelor's degree from an accredited college or university in accounting and five years of professional accounting experience, two of which were equivalent to Finance Director or Controller which included responsibilities for compiling and reporting financial data for several funds of different types, developing financial statements and reviewing more complex funds and account groups as defined by size, reporting requirements, source of revenue and expenditure limitation, and developing combined financial statements and statements of changes in financial positions and budget preparation experience required; Certified Public Accountant designation preferred.

Manager of Housing Assistance Programs

DEFINITION/PURPOSE: Plan and direct the management of eligibility determination for all Authority programs and plan and direct the Authority’s various Section 8 Housing Assistance Programs. Advise the Chief Administrative/Operations Officer on related policy issues and effectively supervise the implementation of Authority and federal policy.

DISTINGUISHING CHARACTERISTICS: This single position management classification is responsible for providing leadership and direction of eligibility determination for a multiplicity of programs of and administered by the Authority and administration of the several Section 8 programs of the Authority. It differs from all other classifications in that it is solely responsible to Chief Administrative/Operations Officer for the effectiveness, efficiency, and success of these programs. Serves as part of the HACM Management Team.

SUPERVISION RECEIVED AND EXERCISED: Operates under the direct supervision and general administrative direction of the Chief Administrative/Operations Officer, with significant independence.

Provides direct supervision and general direction to the Section 8 Supervisor and Eligibility Supervisor. Provides indirect supervision to all other professional, technical, and clerical personnel assigned to the department.

ESSENTIAL JOB FUNCTIONS: Duties include, but are not limited to, the following:

  • Manage and monitor all services and activities of the Housing Assistance department, including the Eligibility Services division and the Section 8 division, providing eligibility determination services to a variety of programs, and housing assistance services to numerous Section 8 programs.
  • Develop goals and schedules for eligibility and Section 8 services implementation. Develop both annual and five-year plans in consultation with the Chief Administrative/Operations Officer.
  • Maintain and monitor waiting lists for multiple housing assistance programs. Monitor housing assistance programs by various regulations and income levels
  • Monitor staff completion of compliance reviews on various tax-exempt bond projects and other special projects.
  • Administer Mortgage Credit Certificate programs and other agency programs for new purchases and rentals for low and moderate income applicants,
  • Keep abreast of federal law, regulations, and directives issued by the HUD and other agencies effecting the programs and services, and propose such changes in written agency policy documents.
  • Review and revise both department policy and procedures and train staff on all changes and monitor implementation. Maintain the flexibility to accommodate rapid and frequent changes.
  • Analyze effectiveness and efficiency of programs and services, and recommend program changes to the deputy director. Chief Operations Officer.
  • Train and/or coordinate the training of assigned personnel on basic program components, changes, and special programs.
  • Supervise and monitor staff activities relating to programs administration; prepare periodic reports to HUD, the Board of Commissioners, the Executive Director, and Chief Administrative/Operations Officer.
  • Form working relationships with local social service providers and funding agencies, applicants, landlords, tenants, and governmental organizations. Attend and participate in professional group meetings to stay abreast of new trends within the industry and community meeting in furtherance of the programs and services of the department.
  • Responds to general inquiries and complaints from participants, prospective participants and the general public.
  • Participate in the planning and development of the department and programs budgets. Implement, administer, and monitor department and program budgets to assure budget integrity is maintained. Authorize payment of department bills and authorizes expenditures for items up to policy limits.
  • Carry out special projects as assigned. 
  • Supervise the preparation of monthly activities and status reports for the various programs administered.
  • Respond to and resolve issues pertaining to assigned programs. Negotiate and resolve sensitive and controversial issues. Advise the Chief Administrative/Operations Officer, in a timely manner, on necessary actions, problems, or requirements.
  • Serve as a policy and program advisor to the Chief Administrative/Operations Officer regarding program and management and operational issues and other department-wide matters.
  • Review and prepare draft Authority comments on proposed Federal, State and local regulations and their prospective impact on rehabilitation and other department programs. Suggest alternative courses of action, as applicable.
  • Assist in the Chief Administrative/Operations Officer in the development of department policies and procedures implementing Federal, State, and local directives and statutes and, as applicable, procedures for department activities and programs.
  • Maintain adequate monitoring and reporting systems to ensure the adequacy, quality, and timeliness of program work. Hold and conduct regular staff meetings.
  • Participate in the selection of program staff. Train, motivate, supervise, and evaluate assigned employees. Recommend employee’s salary increases and disciplinary action as necessary and authorized.
  • Make verbal reports and presentations to the Board of Commissioners and other bodies, as requested.

OTHER JOB FUNCTIONS:

  • May represent the Authority at public meetings and conferences.
  • Perform related duties as assigned.

SPECIAL REQUIREMENTS: Knowledge of – State and Federal Laws governing laws governing programs eligibility and Section 8 programs. POSITION SUMMARY: The Housing Authority of the City of Las Vegas is currently recruiting for the position of Occupancy Specialist.  The incumbent will perform a variety of duties involved in determining eligibility for the issuance of Section 8 Housing Vouchers and will assist tenants and property owners under the Section 8 Housing Program.

EXPERIENCE: One (1) year of responsible housing program eligibility or social work experience related directly to housing.  Preference will be given to those applicants with Section 8-Housing Choice Voucher (HCV) experience, certified in Rent Calculation and other Public Housing experience.

EDUCATION: High School graduation or the equivalent; additional specialized training in social science or a related field is desirable.
